Important License Agent Announcement
Dear License Agent,
DNR is pleased to announce that now ALL retail license agents statewide will have an opportunity to sell hunting and fishing licenses through the new online licensing process.
Earlier this year DNR distributed information outlining proposed changes to the GOALS issuance process for hunting and fishing licenses. Many of you responded with concerns that the new process would limit your opportunity to sell hunting and fishing licenses. Likewise, hunters and anglers expressed concern for their ability to comply with license regulations if they lost the opportunity to purchase licenses at traditional retail stores.
With the help of Central Bank, DNR’s authorized license system manager, we have been able to further improve changes to the licensing system to include traditional license agents as one of the license delivery channels of the new system.
TO BE AN AGENT IN THE NEW SYSTEM
The new license agent sales system is called Electronic GeorgiA Licensing, or EGAL. EGAL is a secure, web-based (Internet) process that does not use the current GOALS equipment. Instead, approved agent vendors will use their own personal computer (PC), high-speed Internet connection and a standard paper printer to serve license customers. As an improvement over the current GOALS system, transactions occur in real time interaction with the license database, so your PC will need to meet certain standards in order to conduct real-time sales.
Some features will be familiar. Agents will receive a vendor commission for license sales. Other aspects will be new, such as printing all license documents on plain paper. Overall, DNR and Central Bank have designed the sales process for improved customer service and vendor efficiency.
More details, including your EGAL application packet, will follow by mail over the next few months. This package will include all the information necessary for you to determine if you are interested in participating in EGAL. Those who wish to participate must complete an application and enter into a new agreement with Central Bank. The EGAL application form also contains an invitation to volunteer as a ‘pilot’ location. Pilot agents will be the first locations activated and will assist with final field testing.
Watch for your application packet from DNR’s license system manager, Central Bank. Prompt response to this information will help insure that you can provide uninterrupted license services to your customers.
TRANSITION
The equipment you currently use for GOALS sales will be deactivated on or about December 31, 2008 or as soon as EGAL is operational at your location. DNR will contact you regarding the return of the old GOALS equipment. If you are not using the GOALS equipment now, please contact DNR so we can re-issue the machine to another agent for the rest of 2008.
